Sean Penn wasn't going to accept an award without giving everybody a piece of his mind first, whether they liked it or not.

Penn recently warned an audience unless they challenge President Bush and Vice President Cheney over the Iraq war they will become "c*m stains" at a New York awards ceremony on Monday night.

The "All The Kings Men" actor shocked the audience with his tirade against the war when accepting the Christopher Reeve First Amendment Award and stunned them even more by answering his cell phone during the speech.

Penn said, "Let's put his administration under oath. And then if the crimes of treason, bribery or other high crimes and misdemeanors are proven, do as Article 2, Section 4 of the United States Constitution provides, and remove the president, vice president, and civil officers of the United States from office."

Penn then called for Bush and co. to be treated in the same manner as disgraced former CEO of Enron Jeff Skilling and went on to refer to ex-president Bill Clinton being impeached for lying about his affair with Monica Lewinsky.

He added, "If the Justice Department then sees fit to bunk them up with Jeff Skilling, so be it. So look, if we attempt to impeach for lying about a b**w job, yet accept these almost certain abuses without challenge, we become a c*m stain on the flag we wave."

The "Mystic River" star was given the award by the Creative Coalition, a group started by actors Christopher Reeve, Ron Silver, and Susan Sarandon.

Penn made his outrageous speech before an audience including Heather Graham, Laurence Fishburne, Kerry Washington and Harvey Keitel.
