Sources have confirmed that the stunning twosome was seen on a date in New York, trying to go incognito to avoid fanfare.
One witness told PerezHilton.com, "Josh was wearing a grey hoodie with black sunglasses and Penelope was wearing sunglasses too. They were trying to go incognito."
However, not everyone is excited about the possible romance. One of Josh's friends told Star magazine that he is concerned that man-eater Pene could leave Josh broken hearted.
The friend said, "He talks about her all the time. It's kind of scary for me to watch - I fear he could get hurt; how long before Penelope Cruz moves on? I don't think she wants to take time off to get married."
